NY State revised the energy code
requirements of part 1240 in July of 2002. Effective on that date, all
roofing projects in NY State require compliance with the National Energy Code
defined by ASHRAR/IESNA 90.1. In short, this means that roofing
contractors must install insulation that provides a minimum R-20 combined
insulation value in the Greater Binghamton climate area..
Exception - Reroofing over an
existing roof system does not require compliance with the above.
Asbestos
Roofing products installed in the
'70's and 80's contained asbestos. NY State requires that any roof removal
of asbestos containing materials comply with NY State Code Rule 56. This
means that removal of roofing systems containing more than the specified
threshold amount of asbestos must be removed by a NY State licenses asbestos
abatement contractor as an asbestos abatement project complying with Code Rule
56 removal procedures. BSR can provide this service to you.
NY State recently added a new
requirement that no building permit will be issued for a roof removal project
without documented proof that a survey has been conducted by a licensed
laboratory indicating that the roof does not contain asbestos.
